The PRO (Public Research Organization) Database. RISIS WP23.3

The PROs database provides basic statistical information about a sample of European Public ResearchInstitutions (PROs). The underlying data is not based on information reported in questionnaires filledout by representatives from the institutional units, but it is the result from searching and collectingpublicly available data from annual reports and other public data sources as well as freely internetavailable resources. The information available in this new data platform is presented in the form of anumber of variables providing comparable information across institutions with the aim to allowmonitoring, analysing and studying the dynamics of PROs in the European research system.

The PRO database within RISIS Project has to be seen in the context of the movement towards theprovision of micro-data at the level of independent PROs. This dataset proves the feasibility ofcollecting PROs-level data from publicly available sources in different countries. Further, the databaseshows that, despite existing comparability problems, basic information could be used to provideinteresting analytical insights on issues such as the taxonomical classification of PROs, the role playedby different types of PROs in European innovation systems and the relation of governance and fundingpatterns with performance.
